Cardiff Council has enlisted de Novo Solutions to help deliver a major cloud transformation programme. The initiative will replace legacy systems with an integrated Oracle Cloud platform spanning HR, payroll, procurement, and finance.

Councillor Leonora Thomson, cabinet member for finance, modernisation and performance, commented, “This is an important investment in the systems that support the day-to-day running of the council and the delivery of services across Cardiff. As the largest local authority in Wales, it is vital that the technology behind our organisation is efficient, resilient and fit for the future.”

Moving to replace the council’s current systems with a modern, integrated platform aims to help simplify processes, make better use of data and give employees and managers more intuitive tools to access the information and services they need. With more than 15,000 employees and more than 700 frontline services across the city, that help could make a major impact to the service users of Cardiff.

Wales-headquartered de Novo Solutions has been selected as implementation partner. The certified Oracle partner will use its proprietary implementation methodology (Odyssea) and its local government template of pre-configured Oracle processes and accelerators (OLGA) to guide the process.

The programme will be delivered through a structured governance model, working alongside Cardiff Council, Oracle and UK-based public sector consultancy Civiteq, with phased design, build, testing, migration, cutover and hypercare activity to support a safe transition to the new platform.

Earlier, de Novo Solutions supported similar IT implementation programmes for Kent and Swansea councils.
