Channel 3 Consulting appoints Joe McGarry as executive partner

Public sector and healthcare advisory Channel 3 Consulting has welcomed Joe McGarry to its senior team. Arriving as an executive partner with the firm, he will focus on business development looking ahead.
Leo Jones, chief executive at Channel 3 Consulting, said, "We’re entering a crucial phase where the demand for digital transformation across health, care, and public services is only growing. Joe’s appointment strengthens our ability to deliver real, lasting change at scale. We’re here to help organisations navigate complexity, embrace innovation, and improve lives."
Established in 2009, Channel 3 Consulting works with organisations across the NHS and private healthcare on realising better patient outcomes, improving internal operations and delivering change. In that time, the advisory firm has partnered with more than 90 organisations across the UK, from NHS trusts and ICSs to local authorities and central government, helping them unlock the full value of technology, from strategy through to implementation.
Joe McGarry brings more than 24 years of experience to the firm, at a time when it is seeing demand grow for its services across the health and social care sectors – as well as in the wider public sector. Short-staffed and underfunded, many of the UK’s state-funded systems are under increasing pressure to integrate services, improve efficiency, and deliver more with less.
For example, the government’s plans for the NHS, which still faces significant staff shortfalls, present a major challenge to its future. Labour’s radical overhaul of the NHS has already seen the government announce it will abolish the body of NHS England. Coupled with unprecedented cost-cutting elsewhere, it is now expected that the number of lost posts will soar reach between 20,000 and 30,000 – something which may pile even more strain on the system.
As Channel 3 Consulting strengthens to help its clients meet those challenges head-on, McGarry joins from Moorhouse, where he was partner and board director, leading high-impact projects across government and public services, transport and defence. He also helmed the firm’s sustainability and responsible business teams.
Commenting on his appointment, McGarry added, "Public services need more than strategies, they need action that makes a difference. I’m excited to be joining Channel 3, a consultancy that’s known for working alongside clients to deliver real change. I’m looking forward to helping more organisations turn their digital ambitions into reality, and supporting the people on the front line who deliver vital care and services every day."
The appointment follows the recent arrival of a number of other key hires at the firm. Recently this saw Anna Littlewood join Channel 3 Consulting as a client director, bringing over a decade of leadership experience, including senior roles at PwC, NHS trusts, and local government.
