Tan Yoong Heng and Therese Flapper named office heads at Arup
Arup has appointed Tan Yoong Heng as Singapore office lead, succeeding Peter Hoad, while Therese Flapper becomes office lead in Canberra, Australia, succeeding Robert Care.
Tan Yoong Heng joined Arup in 2007, working his way up the firm’s ranks to his most recent role as Principal. He has led a number of major projects at the firm, including the Marina Bay Waterfront Promenade, Singapore Sports Hub, and most recently, the lending his expertise to the masterplanning of Singapore’s Jurong Lake District. He previously worked at parsons Brinckerhoff as a Senior Engineer, starting in 2005; at PSL Engineering, where he rose to the role of Senior Geotechnical Engineer during his more than five years with the company; and as a Research Scholar at the National University of Singapore, where he started in 1997.
Heng is a Master of Civil Engineering from the University of Singapore, and also holds a Bachelor of Engineering in Civil Engineerin, along with a Graduate Diploma in Technology Entrepreneurship from the University of Washington and Nanyang Technological University.
In his new role, Heng becomes the firm’s Singapore office Head. He brings his considerable leadership experience, built over his more than 20 years in the field to the role. He succeeds Peter Hoad, who held the office since 2014.
Dr Therese Flapper joined Arup in January last year, taking on the role of Australasia Water Skills Leader. She joined the firm from GHD, where she spent more than four years, most recently as Business Group Manager of Water and Environment. Earlier roles include Project Development Manager at Veolia Water; R&D Director at Ecowise Environmental; Senior Practitioner at CH2M HILL; and as a Scientist at Sydney Water.
Therese Flapper, a Doctor of Philosophy in Engineering Science from the University of New South Walesholds, also obtained a Master’s degree in Engineering Science and a Bachelor of Science in Science from the institution. She also holds a Graduate Diploma in Directorship from the Australian Institute of Company Directors, and is a Member of the Australian Water Association, along with being a Fellow of the Institution of Engineers Australia.
Dr Flapper takes on the role of Canberra office leader, and is tasked with further expanding the firm’s presence in the ACT region as well the growth of its offering in the region. Flapper will continue in her current role as Australasia Water Skills Leader. She succeeds Dr Robert Care, who after three years, has vacated the position to become a Director at Care Collaborative, along with taking up a Professorship at UNSW Sydney.
