We are looking for someone to join our team and support the delivery of UK PACT (Partnering for Accelerated Climate Transitions), a flagship programme under the UK’s International Climate Finance (ICF) portfolio. The programme is jointly governed and funded by the Foreign, Commonwealth and Development Office (FCDO) and the Department for Business, Energy and Industrial Strategy (BEIS). The UK is committed to tackling climate change and is investing £11.6bn via ICF over the five years to March 2026. UK PACT supports middle-income partner countries to accelerate their clean growth transitions, meeting the demand for high-quality skills and expertise aligned with UK leadership and experience. UK PACT seeks to strengthen relations with partner governments through building capacity in key partner institutions, whilst raising the visibility of the UK’s work in this field.
PA are managing the Expert Deployment Team as part of this programme, where we are responsible for facilitating skill-shares between UK experts and host country organisations to help developing countries accelerate their climate transition. We need an ambitious individual to help us maintain and develop a supply chain of UK experts, manage the selection and deployment of skill-shares and longer-term secondments.
What you’ll be doing
We are looking for a Country Lead who will be responsible for the selection and deployment of experts on UK PACT skill-shares. This will include managing experts on deployment in defined locations, ensuring their wellbeing and safety, and smooth running of the assignment:
· Supporting the Programme Manager with the ongoing management of the roster of climate change experts
· Working collaboratively with global stakeholders, specifically central government and UK embassies, to scope, refine and organise skill-shares
· Managing a roster of experts, selecting the best fit experts to support delivery and preparing Terms of Reference documents for deployments
· Delivering training and pre-deployment briefings for experts, and managing experts on assignments, including safeguarding and duty of care, leading check-in calls and final debrief sessions
· Leading on Monitoring, Evaluation and Learning activities, tracking expected and achieved outputs and outcomes delivered for each skill-share making a key contribution to regular client and internal reporting
· Working on performance analysis to support the programme and with wider client and internal activities
· Exceptional organisation, prioritisation, and time management skills with the ability to respond swiftly to different demands from both management and the client
· Enthusiastic team player willing to ask questions, who works collaboratively and enjoys being part of a hard-working and dedicated team environment
· Ability to communicate effectively with both colleagues and clients at all levels
· Knowledge or interest of the climate change, international development, sustainability and low carbon sectors
· Prior experience of programme management reporting desirable
· Strong Excel skills (ability to manipulate data into information)
Qualifications:
We are looking for an individual with experience of operating in a client-facing professional environment. They must:
· Have several years’ experience of working in a project management role, with demonstrable experience of stakeholder management and communications
· Hold a degree or equivalent education (a related social sciences field is desirable)
· Demonstrate leadership competencies to manage junior colleagues
