We are planning significant growth and expansion to our People and Organisation (P&O) team within the Government and Health Sector. We are looking for capable and energetic people to join us on this journey. We are currently seeking to recruit Consultants at the Senior Associate level for the PwC People & Organisation team within the Advisory Consulting Practice.

Working with clients in the Government and Health Sector (G&H), we support some of the largest and most complex client transformation programmes across the public sector. Our clients include health, education, government bodies and transport.

About the role

As a Senior Manager, you’ll be leading multiple teams of problem solvers with extensive consulting and proven experience, helping our clients solve their complex people challenges from strategy to execution.

Responsibilities include:

  • Delivering programmes of work in at least one core P&O subject areas, including Transformational Change, Organisation Design, Capability Development, Leadership, Strategic Workforce Planning, Cultural & Behavioural Change, Diversity & Inclusion, and HR Transformation, including HR technology.

  • Leading teams to deliver complex programmes with a key focus on benefits realisation and sustainable value creation.

  • Taking a leading role in scoping and planning of client results.

  • Leading and engaging business and programme collaborators.

  • Proactively working with multiple teams and different perspectives as part of complex delivery programmes.

  • Conducting interviews, delivering workshops, and analysing client documents and data to help develop a clear understanding of current state and future development.

  • Leading teams, ensuring performance objectives are set and supervised and regular feedback is provided.

  • Being actively involved in business development activities to help identify and research opportunities in new/ existing clients.

  • Advising, coaching, managing and mentoring more junior consultants often via matrix leadership to deliver value to clients and build capability internally.

  • Handling a multi-tasking environment, meeting deadlines, and working with a wide range of internal and external collaborators.

  • Identifying and resolving risks and issues throughout programme delivery.


  • 8+ years experience in either the Government or Healthcare sector or significant experience (e.g. 2-3 years) working in professional services (such as Management Consulting) in Government or Healthcare, with significant experience delivering change / transformation / improvement programmes or projects.

  • Nuanced and insightful understanding and knowledge of Government or Health sector policy / strategy / operational environment.

Education / Professional Qualifications:

A recognised University Degree or equivalent, preferably in HRM, Psychology or a business field.

  • Wider Operational experience in the following subject areas:

  • Human Resources and Employee Relations

  • Technology enabled change

  • Communications and engagement

  • Strategy development and implementation

  • Further personal/ industry qualifications such as CIPD or MBA.

  • Understanding of the use of data analytics and visualisation techniques.
